About this document

Lift pits, tanks, basements and enclosed shells are confined spaces, and waterproofing work routinely puts crews inside them. Under the WHS Regulation a confined space cannot be entered until a competent person has completed a risk assessment (regulation 66) and an entry permit has been issued (regulation 67), consistent with AS 2865.

This combined permit and risk assessment covers the hazards specific to waterproofing in a confined space — oxygen deficiency, flammable vapour from solvent primers, toxic atmospheres, engulfment and restricted egress. It records atmospheric testing against the acceptable ranges (oxygen 19.5–23.5%, flammable gas below 5% of the lower explosive limit, toxics below the exposure standard), sets isolation, standby-person and entry-supervisor roles, provides an entry and exit log, and closes out when all entrants are accounted for. It is designed to be used with the confined space rescue plan.
