What this pack is

The yard and receiving bays are where heavy mobile plant and pedestrians interact daily. This section secures your logistics operations, assessing everything from heavy coil storage to the off-gassing of imported components.

The receiving bay is where most serious workshop injuries start: trucks and forklifts sharing space with people on foot, coils and sheet packs lifted off trailers, containers opened with the load leaning on the doors, and racking carrying more than it was rated for.

This section covers all of it, activity by activity – unloading trucks, unpacking shipping containers, racking and storage, overhead crane and gantry lifting, forklift and telehandler operation, and the storage of gases and chemicals – with the fire risks and the occupational hygiene exposures (diesel and LPG exhaust, noise, manual handling, chemical vapours) assessed alongside the safety hazards.

It is written for a bolted steel tank workshop, but the activities are the same in any steel fabrication or sheet-metal business that receives coil, sheet and plate.

A worked example

How one hazard is rated

Hazard A1.1 – Mobile plant – trucks and forklifts in receiving bay – starts with an inherent risk of 4C, rated before any controls are counted. The calculator lists 12 controls for it, from elimination and engineering down to PPE, monitoring and emergency arrangements. You answer Yes, No or N/A for each on the floor. Once the last one is answered, the calculator works out the control score, applies any severity reduction earned by physical controls, and shows the residual risk as RED, YELLOW or GREEN. Every control you answered No to goes into your Action Plan, most urgent and most effective first, ready for a responsible person and a due date.

Not generic advice — the specific, hierarchy-of-controls measures written into the pack, matched to how these assets actually fail.

01Every control is classified on the hierarchy of control – elimination, substitution, engineering, administrative, PPE, monitoring and emergency – and physical controls earn more credit than rules and PPE.
02Controls that limit how severe an injury could be are marked, and only those can lower the severity rating of a hazard.
03Controls answered N/A are left out of the score, so the result reflects the protection that applies at your site.
04Natural ventilation earns no credit for diesel exhaust, container gases or other carcinogens – acceptability rests on source control and measurement.
05Every control answered No becomes an action, ranked red before yellow before green and most effective first, with a responsible person and a due date.
06Emergency and monitoring controls still appear in the Action Plan when missing, even though they do not change the score.
