Why a standard SWMS or generic risk assessment isn’t enough

The documented system, not just the method

A commercial grain elevator terminal or vertical storage silo complex operates with continuous explosion and engulfment hazards. Every truck unloading grain generates thick particulate clouds; enclosed bucket elevator casings provide optimal confinement for explosive deflagrations; overheated bearings and misaligned belts act as persistent ignition sources; and in-silo bridging can pull an operator down in four seconds, resulting in fatal suffocation.

Under the Work Health and Safety Regulation 2025 (NSW), an atmosphere containing combustible grain dust is legally defined as a hazardous atmosphere (s 51), requiring rigorous ignition source controls (s 52), mandatory limits on combustible material accumulation to the lowest practicable quantity (s 53), and absolute prohibition of ignition sources where fire or explosion could occur (s 355). SafeWork NSW's ongoing Silo Safety Compliance Project is actively inspecting country elevators and commercial silos, issuing Prohibition Notices for unclassified electrical installations, missing elevator slip monitors, lack of confined space entry permits, and dangerous sweep auger practices.
